وزير الرى يشارك في إحتفالية يوم النيل بجمهورية جنوب السودان

تستمر زيارة السيد الأستاذ الدكتور هاني سويلم وزير الموارد المائية والري إلى مدينة جوبا عاصمة جمهورية جنوب السودان، حيث يشارك سيادته في احتفالية يوم النيل المنعقدة بمدينة جوبا.
وألقى الدكتور سويلم كلمة افتتاحية في الاحتفالية نصها كالتالي:
السيدة كاليني مابوروشيمانا، وزيرة بوروندي ورئيس مجلس وزراء مياه دول حوض النيل (Nile-COM)،
السيد جيمس ماويش ماكواش، وزير جنوب السودان والدولة المضيفة لاجتماع مجلس وزراء مياه دول حوض النيل،
السادة الوزراء المعنيون بدول حوض النيل،
السادة السفراء وأعضاء البعثات الدبلوماسية،
الأصدقاء والزملاء والإخوة والأخوات الذين يجمعهم نهر النيل،
يشرفني أن أكون معكم في مدينة جوبا للاحتفال الإقليمي العشرين بيوم النيل، والذكرى السابعة والعشرين لتأسيس مبادرة حوض النيل، وفي البداية، أتقدم بخالص التقدير لحكومة وشعب جمهورية جنوب السودان على كرم الضيافة والجهود المبذولة لاستضافة هذا الحدث المميز.
إن موضوع هذا العام: “أصوات النيل: إشراك المجتمعات والشباب والمرأة في حوكمة المياه”، يأتي في توقيت مناسب ويتسق بشكل وثيق مع روح التعاون التي وجهت مسيرتنا المشتركة، وتؤمن مصر بأن المشاركة الفعّالة لمختلف فئات المجتمع، لا سيما المرأة والشباب، أمر أساسي لبناء أجيال تقدّر كل قطرة مياه وتلتزم بالحفاظ عليها.
تؤدي المرأة دورًا محوريًا في إدارة استخدام المياه المنزلية ودعم سبل العيش في المناطق الريفية، بما في ذلك الزراعة، إلا أن تمثيلها في صنع القرار المتعلق بالمياه لا يزال دون مستوى مساهمتها. إن تمكين المرأة في حوكمة المياه ليس مجرد مسألة عدالة فحسب، بل هو ضرورة لتحقيق نتائج أكثر فاعلية واستدامة.
كما يمثل الشباب نسبة كبيرة من سكان حوض النيل، وهم يتمتعون بالإبداع والاتصال الرقمي والرغبة في تقديم الحلول. إن الاستثمار في قيادة الشباب من خلال التعليم والابتكار والمشاركة هو استثمار في مستقبل الاستقرار والازدهار لحوضنا المشترك.
الزملاء الموقرون،
تظل مصر ملتزمة بالعمل من خلال مبادرة حوض النيل، باعتبارها الإطار الشامل والوحيد القادر على جمع الدول العشر لحوض النيل، ونؤمن إيمانًا راسخًا بأن العملية التشاورية المعنية بمناقشة شواغل الدول غير المنضمة للاتفاق الإطاري والتي أطلقها مجلس وزراء مياه دول حوض النيل تمثل المسار العملي الوحيد للانتقال معًا إلى مرحلة جديدة من التعاون الذي يجمع جميع دول حوض النيل.
وتكتسب هذه العملية أهمية خاصة نظرًا لأن الدول غير المنضمة إلى اتفاقية الإطار التعاوني تتجاوز أكثر من نصف عدد سكان حوض النيل، لذا، يجب أخذ آرائهم وشواغلهم ومصالحهم في الاعتبار بصورة كاملة، بما يضمن أن أي ترتيبات مستقبلية تعكس ملكية جماعية على مستوى الحوض وتوافقًا شاملًا.
ويمثل تقرير المتابعة الصادر عن اللجنة الخاصة المنوطة ببحث شواغل الدول غير الموقعة على الاتفاقية الإطارية محطة مهمة، حيث خلص التقرير إلى أن الاتفاقية الإطارية ليست وثيقة جامدة، بل أداة مرنة وفاعلة تتضمن نصوصًا واضحة تسمح بالتعديل والتطور التدريجي وفقًا للمواد ٣٥ & ٣٦ & ٣٧ ، كما أكد التقرير ضرورة استمرار العملية التشاورية تحت قيادة هذه اللجنة، وذلك لمعالجة القضايا العالقة بما يحقق الرضا المتبادل بين جميع الدول الأعضاء، وبما يسهّل انضمام الدول المتبقية إلى الاتفاقية الإطارية بعد مراعاة شواغلها.
وخلال مناقشات مجلس وزراء مياه حوض النيل أمس، دعت مصر بقوة إلى البناء على الزخم الإيجابي لتقرير اللجنة الخاصة من أجل الإسراع في إنهاء العملية التشاورية والوصول لتوافق، تمهيدًا لإنشاء مفوضية شاملة لكل دول حوض النيل.
إن تحقيق هذا الهدف مسؤولية مشتركة لجميع الدول الأعضاء، وقد شهدنا أمس دعمًا واسعًا للجنة الخاصة بالاستمرار في العملية التشاورية، ومن المؤسف أن تقوم دولة واحدة بعرقلة هدفنا المشترك ومسار العملية التشاورية من أجل اعتبارات سياسية قائمة على تغليب المصلحة الذاتية بدلًا من المصلحة الجماعية للحوض والقائمة على التعاون والحوار وتعزيز الوحدة.
وستستكمل مصر مشاركتها بفاعلية وبروح بناءة في العملية التشاورية، وتدعو جميع دول الحوض إلى النهج ذاته، كما يظل دعم الدول الأعضاء وشركاء التنمية ضروريًا لبناء التوافق والثقة والشمولية. وفي السياق ذاته، من الضروري الامتناع عن اتخاذ أي خطوات مؤسسية متعجلة غير منضبطة نحو “مفوضية الاتفاقية الإطارية” قبل التوصل إلى توافق شامل على مستوى الحوض.
أصحاب السعادة،
إن يوم النيل ليس مجرد احتفال بالنهر الذي يوحدنا، بل هو احتفال بحياتنا وهويتنا المشتركة وروحنا الجماعية القائمة على الشمولية. كما أنه يعزز الثراء الثقافي والإبداعي والتراثي لدول حوض النيل، فالنيل لا تحده الحدود، بل على العكس، يربطنا ويذيب خلافاتنا.
وبهذه الروح، أدعو جميع الدول الأعضاء وشركاء التنمية ومنظمات المجتمع المدني والمؤسسات الأكاديمية إلى العمل معًا لضمان أن تُسمع أصوات مجتمعاتنا، وأن تُمكَّن نساؤنا، وأن يُشرك شبابنا، وأن تُعزَّز وحدتنا.
فلنجدد التزامنا بالتعاون في حوض النيل.
ولنحتفل بأسرة النيل.
كل عام وأنتم بخير بمناسبة يوم النيل.

Hon. James Mawich Makuach, Minister of South Sudan and the Host of the Nile-COM Meeting,
Honourable Ministers of Nile Basin Countries,
Honourable Ambassadors and Members of Diplomatic Missions,
Friends, Colleagues, Brothers, and Sisters united by the Nile,
It is an honor to join you in Juba for the 20th Regional Commemoration of Nile Day and the 27th anniversary of the Nile Basin Initiative. At the outset, I extend my sincere appreciation to the Government and people of the Republic of South Sudan for their generous hospitality and efforts to host this special event.
This year’s theme “Voices of the Nile: Community, Youth and Women Engagement in Water Governance” is timely and closely aligned with the cooperative spirit that has guided our shared journey. Egypt believes that meaningful engagement of all segments of society, especially women and youth, is essential to build generations that value every drop of water and are committed to safeguarding it.
Women play a central role in managing household water use and supporting rural livelihoods, including agriculture, yet their representation in water-related decision-making remains below the level of their contribution. Empowering women in water governance is not only a matter of fairness, it is essential for more effective and sustainable outcomes.
Youth represent a large share of the Nile Basin population. They are creative, digitally connected, and eager to contribute solutions. Investing in youth leadership through education, innovation, and participation is an investment in the future stability and prosperity of our shared Basin.
Distinguished Colleagues,
Egypt remains committed to work through the NBI, as it is the only inclusive framework capable of bringing all ten Nile Basin countries together. We firmly believe that the Consultative Process launched by the NILECOM is the only viable pathway to move together to a new phase of cooperation in the “CFA commission”.
This is particularly important given that the States that are not party to the CFA represent a substantial share—over half—of the population of the Nile Basin. Their views, concerns, and interests must be fully taken into account, so that any future arrangement reflects true basin-wide ownership and consensus.
The Special Committee’s progress report is an important milestone. The report noted that the “CFA” is “not a rigid document” but a “flexible living instrument” with clear provisions for amendment and progressive evolution under articles 35, 36, and 37. It also underscored that the Consultative Process should continue under the leadership of the Special Committee to address the outstanding concerns to the mutual satisfaction of all Member States, and to facilitate the accession of the remaining States to the “CFA”.
Yesterday, during the Nile COM discussions, Egypt advocated strongly and consistently to build on the positive momentum of the Special Committee’s report to expeditiously conclude the Consultative Process, paving the way for an inclusive Nile Basin Commission.
Reaching this goal is a shared responsibility of all Nile Basin Member States and yesterday we saw an overwhelming support to the Special Committee to continue the Consultative Process. It is regrettable that one country blocked our common goal and held the Process hostage for the sake of self-centered political positioning rather than the collective interest of the basin in cooperation, dialogue and unity.
Egypt remains committed to the Consultative Process in good faith and in a spirit of cooperation, and calls upon all Nile Basin countries to do the same. Continued support from Member States and Development Partners is also essential to build consensus, trust, and inclusivity. In the same vein, it is essential to refrain from taking any premature institutional steps toward the “CFA Commission” before a basin-wide consensus is reached.
Excellencies,
Nile Day is more than a celebration of the river that unites us; it is a celebration of our life, our shared identity, and our collective spirit of inclusivity.
It also honors the cultural richness, creativity, and heritage of the Nile Basin countries. Indeed, the Nile is not constrained by borders, on the contrary, it connects us and dissolves our differences.
In this spirit, I call upon all Nile Basin Member States, partners, civil society organizations, and academic institutions to work together to ensure that our communities are heard, our women are empowered, our youth are engaged, and our Unity is strengthened.
Let us reaffirm our commitment to cooperation in the Nile!
Let us celebrate our Nile family!
